Manali to Rohtang Pass Permission for Non Himachal Vehicles

Restrictions on entry to Rohtang Pass

Since May 2012, Himachal Pradesh Government has issued a directive imposing a ban on the entry of all vehicles bearing non-HP license plates on the Manali-Rohtang highway. (More details).
The ban is valid for commercial vehicles as well as for personal vehicles. However, you can proceed with your journey in your car bearing non-Himachal registration as long as you obtain prior permission.

Note : The police check post where they check for permission is at Marhi (last outpost after Kothi) 20 Kms before Rohtang Pass.

Obtaining Permission

Permission is granted at Sub Divisional Megistrate (SDM)located on Mall Road, Manali. Fee is only Rs.50/- and procedure is relatively simple taking about 30 minutes.
Note SDM office is closed on Sundays.
If you are travelling in your personal car, you can ask any Manali taxi driver to help you get permission and most will oblige for nominal fee of Rs.100.

Non Himachal taxi

If you are travelling in a cab with Non Himachal registration, operator will urge you to use local taxi to visit Rohtang Pass. This is true for most operators based in Delhi or Chandigarh. Discuss on this upfront with your taxi operator. Make sure you do not pay for Rohtang Pass trip.
Some operators, especially small time driver-cum-manager taxi operator do go that extra mile to get the permission.
